TOWN OF WASHBURN SNOWPLOW POLICY FOR PRIVATE DRIVEWAYS

2015-2016

  1. All town roads are to be plowed and sanded before any driveways are plowed except for ambulance and/or fire emergency needs by any resident. Ambulance and/or Fire emergencies can best be handled by contacting the Sheriff Department 373-6120 or 911 and they can get the response in motion via telephone or by radio contact.
  1. Snowplowing of resident driveways will be done during normal working hours. Overtime hours will be kept to a minimum. Crewmen are encouraged to take an 8-hour rest period after 10 hours of snowplowing duty. Likewise time for maintenance of equipment will be taken as needed.
  1. Driveways must meet the Town’s driveway ordinances (available from Town Clerk by request). Tree limbs must be trimmed at a minimum height of 14 ft. Driveways are to be clear of any obstacles and must provide an adequate turn-around. All well heads, septic stand pipes, mailboxes, etc. within the parameters of the snow removal corridor are to be flagged and clearly visible to the operator. The Town reserves the right to deny snowplowing services to any resident whose driveway does not meet the driveway standards.
  1. The rate will be $30.00 minimum charge for up to 10 minutes of snowplowing. The same minimum rate will be charged for any additional 10 minute block of snowplowing time. Bigger storms may take longer to plow out driveways, therefore price could vary with time and snow depth.
  1. Requests for seasonal snowplowing must be turned in as soon as possible and no later than OCTOBER 31st. A late fee of $10.00 must accompany any plow request received after Oct 31 except for residents moving in after that date. No driveways will be plowed without a completed Plow Request Application Form.

Each yearly bill must be paid in full within the prescribed time assigned or it will be considered delinquent. Delinquent Snowplow accounts will be assessed a 5% Late Fee after 60 days of initial billing. Requests for snowplowing service other than for ambulance and/or fire emergency will not be accepted for any property which has a delinquency owed the Town. A non-refundable $10.00 fee will be added to all request received after October 31st; a one time exemption may be allowed to persons taking up residence after October 31st.
  1. In accordance with Wisconsin Statutes:
#1 - No commercial driveways or parking lots may be snowplowed by the Town.
#2 - All delinquent bills incurred, be they by landowners or renters, become a lien against the property and will be added to the tax statement as a special charge and all future service will be denied.

OPTIONS AVAILABLE FOR SEASONAL SNOWPLOWING SERVICE ARE AS FOLLOWS:

A: Driveway Snowplowing : Plowing of 5 inches or more of snow will be left to the discretion of the crewmen. Please note that this could result in a one to two day delay in driveways being plowed due to the requirement that all roads must be open before any driveways are plowed. If you sign up for this option, you will be charged each time the crew and equipment are dispatched for clearing driveways.

B: Wingback Snowbanks on request: In the event of an excessive snowbank buildup any resident who applies solely for winging back snowbanks and whose driveway meets specifications for plowing, may request to have the banks of their plowed driveway winged back as soon as the crew can schedule it. The rate for widening banks would be $30.00 minimum for up to 10 minutes and extended time at $30.00 per 10 minute increment as in #4 above. Such service will require a phone message left at the Town Garage 373-2567 before 7 A.M. and within 24 hrs after storm end.

If either of the above options for snowplowing services is desired, please complete and sign the enclosed application in full by October 31st, and mail to the Town Treasurer – 73640 Andrus Rd - Washburn WI 54891 (Renters must include the required deposit.) No plowing will be done without completion of form.
